Six-Point Program of Governance


E         -  EDUCATION, YOUTH AND HEALTH

First focus of concern is the development of our youth and children, their education and the health of the people of Umingan. Caring for our people, especially the children and the youth, is one way of ensuring their solid future.

PLANS OF ACTION:

1.       Upgrading and modifying existing scholarship programs for all bright and deserving students in all levels;
2.       Work for the construction of additional school buildings and repair of existing ones;
3.       Computerization of public schools;
4.       Upgrading of Municipal Library and Reading Center;
5.       Establishment of new day care centers and strengthening of existing centers;
6.       Upgrading of existing health centers, establishment of satellite centers and acquisition and eventual deployment of a Mobile Health Clinic;
7.       Implementation of OPERATION BABASSIT, a monthly feeding activity for our day care children;
8.       Implementation of OPERATION GWAPITO, a “libreng gupit” project for our children to instill the value of orderliness and cleanliness in them;
9.       Implementation of regular sports activities.

L          -  LOCAL GOVERNANCE

This program is a priority concern of the Local Government of Umingan that will surely provide our people fast and better delivery of basic services.

PLANS OF ACTION:

1.      Implementation of Umingan Land Information System (U-LIS), a centralized system that will streamline Real Property Tax Assessment and tax collection of business and real property and Umingan Geographic Information System (U-GIS), a data base of all land resources of the municipality;
2.      Implementation of Modified Structural Organization (MSO) for the Local Government of Umingan that will provide effective and stronger workforce;
3.      Establishment of  Municipal Action Center (MAC) that will guide people to fast and effective services on official transactions;
4.      Implementation of “YOU PRODUCE, BE REWARDED”,  a system aimed a professionalizing our local government workforce thru regular manpower development trainings and giving incentives to employees;
5.      Creation of All-Sectors Consultative Council (ASCC) that will include representatives from Non-government Organizations, the professionals, business youth, women, farmers’ associations, jeepney and tricycle drivers’ unions and other interest groups;  Council shall recommend proposals to be considered by the Executive Office and the Sangguniang Bayan;
6.      Creation of Special Commission on Women, a move that will encourage women’s participation in development planning and plan formulation on gender concerns;

D         -  DEVELOPMENT ON AGRICULTURE AND INFRASTRUCTURE

Another priority program which concerns agriculture and infrastructure policies that will ensure sustainable development on trade and business in the municipality.

PLANS OF ACTION:

1.      Concreting of roads and bridges and rehab of existing ones;
2.      Opening, construction and rehab of farm-to-market roads;
3.      Improvement/Rehab of drainage system;
4.      Construction/Rehab of Small Water Impounding Projects (SWIP), Small Farm Reservoirs (SFR) and Irrigation System (IS);
5.      Construction of post-harvest facilities like multi-purpose courts, solar driers and pavements;
6.      Establishments of a Central Trading Area (CTA) for major agricultural produce of the municipality;
7.      Establishment of Cattle Trading in Barangay Lauren.

R         -  RE-ENGINEERING OF LIVELIHOOD AND EMPLOYMENT  STRATEGIES

Modified schemes on livelihood and local employment to suit local conditions and present-day trends will open and facilitate opportunities and will give our people ways and means to improve their lives.

PLANS OF ACTION:

1.      Identification and record-keeping of all available manpower resources in every barangay;
2.      Sponsor regular job fairs and solicitations and employment expositions;
3.      Seek linkages and coordination with concerned agencies on employment documentations, and with government and non-government foundation and institutions on financial assistance;
4.      Support micro finance institutions offering loans with low interest to farmers, small-scale entrepreneurs and the rural poor;
5.      Implement a government policy requiring all investors putting business within the town to admit local residents equivalent to 20% of the total manpower requirement.


E         -  ENVIRONMENT AND OUR NATURAL RESOURCES

It is the paramount responsibility of the Local Government to achieve an ecologically-balanced Umingan and its environs.

PLANS OF ACTION:

1.      Implementation of efficient garbage and waste collection system with the operation of Sanitary Landfill and Water Facility;
2.      Dredging of canals and rivers, cleanups of waterways and protection of riverbanks;
3.      Massive tree-planting especially on idle lands;
4.      Pursue a Comprehensive Reforestation Program that will allow the Local Government to take authority and control over our natural watersheds;
5.      Initiate the “SAVE THE BANILA RIVER MOVEMENT”,  a joint and collective project of the Local Government and all sectors of society of the town of Umingan;
6.      All-year round cleanliness and beautification projects.

D         -  DUTY TO MAINTAIN PEACE AND ORDER

A peaceful and orderly town is the dream of every Uminganian. The program shall make the town safe and secure for everyone; its folks and the people doing business in Umingan.

PLANS OF ACTION:

1.      Support proposals to establish satellite police precincts in strategic areas;
2.      Enforce and implement local laws to achieve traffic discipline;
3.      Pursue “OPERATION:  AGBALIW TAYON”,  a joint civilian-police project against illegal gambling and prohibited drugs;
4.      Support the establishment of Barangay Defense System.

Birth Registration is the permanent and official recording of a child’s existence. This part of civil registration system acknowledges the existence of a person before the law. Publication shall be done at least once a week for two (2) consecutive  weeks in a newspaper of general circulation  Filing Fee: Three thousand Pesos (P3,000.00), excluding  mailing and  other incidental expenses.

 Republic Act 9048 – An act authorizing the Municipal Civil Registrar or the Consul General to correct a clerical or typographical error in an entry and/or change of First Name or Nickname in the Civil Register without a need of a Judicial Order.

Requirements

GIS-LIS

 

GEOGRAPHIC INFORMATION SYSTEM (GIS) is a system that integrates, stores, edits, analyzes, shares, and displays geographic information. This system can be used for scientific investigations, resource management, asset management, archaeology, environmental impact assessment, urban planning, cartography, criminology, geographic history, marketing, logistics, and other purposes. For example, GIS might allow emergency planners to easily calculate emergency response times in the event of a natural disaster, GIS might be used to find wetlands that need protection from pollutions, or GIS can be used by a company to site a new business location to take advantage of a previously under-served market.

LAND INFORMATION SYSTEME (LIS) refers to a manual or computer-based information system used to store, retrieve, display, and plot spatial and textural data relating primarily to land features and characteristics and land ownership (e.g., tax parcels, urban infrastructure, and property assessment).

Currently, the Local Government of Umingan is in the process of establishing its own GIS/LIS to help the local government better serve its people.
