Six-Point Program of Governance


E         -  EDUCATION, YOUTH AND HEALTH

First focus of concern is the development of our youth and children, their education and the health of the people of Umingan. Caring for our people, especially the children and the youth, is one way of ensuring their solid future.

PLANS OF ACTION:

1.       Upgrading and modifying existing scholarship programs for all bright and deserving students in all levels;
2.       Work for the construction of additional school buildings and repair of existing ones;
3.       Computerization of public schools;
4.       Upgrading of Municipal Library and Reading Center;
5.       Establishment of new day care centers and strengthening of existing centers;
6.       Upgrading of existing health centers, establishment of satellite centers and acquisition and eventual deployment of a Mobile Health Clinic;
7.       Implementation of OPERATION BABASSIT, a monthly feeding activity for our day care children;
8.       Implementation of OPERATION GWAPITO, a “libreng gupit” project for our children to instill the value of orderliness and cleanliness in them;
9.       Implementation of regular sports activities.

L          -  LOCAL GOVERNANCE

This program is a priority concern of the Local Government of Umingan that will surely provide our people fast and better delivery of basic services.

PLANS OF ACTION:

1.      Implementation of Umingan Land Information System (U-LIS), a centralized system that will streamline Real Property Tax Assessment and tax collection of business and real property and Umingan Geographic Information System (U-GIS), a data base of all land resources of the municipality;
2.      Implementation of Modified Structural Organization (MSO) for the Local Government of Umingan that will provide effective and stronger workforce;
3.      Establishment of  Municipal Action Center (MAC) that will guide people to fast and effective services on official transactions;
4.      Implementation of “YOU PRODUCE, BE REWARDED”,  a system aimed a professionalizing our local government workforce thru regular manpower development trainings and giving incentives to employees;
5.      Creation of All-Sectors Consultative Council (ASCC) that will include representatives from Non-government Organizations, the professionals, business youth, women, farmers’ associations, jeepney and tricycle drivers’ unions and other interest groups;  Council shall recommend proposals to be considered by the Executive Office and the Sangguniang Bayan;
6.      Creation of Special Commission on Women, a move that will encourage women’s participation in development planning and plan formulation on gender concerns;

D         -  DEVELOPMENT ON AGRICULTURE AND INFRASTRUCTURE

Another priority program which concerns agriculture and infrastructure policies that will ensure sustainable development on trade and business in the municipality.

PLANS OF ACTION:

1.      Concreting of roads and bridges and rehab of existing ones;
2.      Opening, construction and rehab of farm-to-market roads;
3.      Improvement/Rehab of drainage system;
4.      Construction/Rehab of Small Water Impounding Projects (SWIP), Small Farm Reservoirs (SFR) and Irrigation System (IS);
5.      Construction of post-harvest facilities like multi-purpose courts, solar driers and pavements;
6.      Establishments of a Central Trading Area (CTA) for major agricultural produce of the municipality;
7.      Establishment of Cattle Trading in Barangay Lauren.

R         -  RE-ENGINEERING OF LIVELIHOOD AND EMPLOYMENT  STRATEGIES

Modified schemes on livelihood and local employment to suit local conditions and present-day trends will open and facilitate opportunities and will give our people ways and means to improve their lives.

PLANS OF ACTION:

1.      Identification and record-keeping of all available manpower resources in every barangay;
2.      Sponsor regular job fairs and solicitations and employment expositions;
3.      Seek linkages and coordination with concerned agencies on employment documentations, and with government and non-government foundation and institutions on financial assistance;
4.      Support micro finance institutions offering loans with low interest to farmers, small-scale entrepreneurs and the rural poor;
5.      Implement a government policy requiring all investors putting business within the town to admit local residents equivalent to 20% of the total manpower requirement.


E         -  ENVIRONMENT AND OUR NATURAL RESOURCES

It is the paramount responsibility of the Local Government to achieve an ecologically-balanced Umingan and its environs.

PLANS OF ACTION:

1.      Implementation of efficient garbage and waste collection system with the operation of Sanitary Landfill and Water Facility;
2.      Dredging of canals and rivers, cleanups of waterways and protection of riverbanks;
3.      Massive tree-planting especially on idle lands;
4.      Pursue a Comprehensive Reforestation Program that will allow the Local Government to take authority and control over our natural watersheds;
5.      Initiate the “SAVE THE BANILA RIVER MOVEMENT”,  a joint and collective project of the Local Government and all sectors of society of the town of Umingan;
6.      All-year round cleanliness and beautification projects.

D         -  DUTY TO MAINTAIN PEACE AND ORDER

A peaceful and orderly town is the dream of every Uminganian. The program shall make the town safe and secure for everyone; its folks and the people doing business in Umingan.

PLANS OF ACTION:

1.      Support proposals to establish satellite police precincts in strategic areas;
2.      Enforce and implement local laws to achieve traffic discipline;
3.      Pursue “OPERATION:  AGBALIW TAYON”,  a joint civilian-police project against illegal gambling and prohibited drugs;
4.      Support the establishment of Barangay Defense System.

Joint Medical and Dental Mission a Massive Success
A joint Medical and Dental Mission by the Philippine Charity Sweepstakes Office (PCSO) and the Local Government Unit of Umingan, Pangasinan and participated by various doctors, dentists and volunteers here in the municipality, from the Virgen Milagrosa Medical Center, 105th CDC 1st RCDG ARESCOM and BRAVO COY 1st RRBn of the Philippine Army. The activity, held at the Municipal Gymnasium last September 6, 2009, was in celebration of the 75th Anniversary of the PCSO in its continuous service to the Filipinos especially to the poor and marginalized sectors of the community. The medical and dental mission provided free medical, dental check-ups and tooth extractions as well as corresponding medicines which were provided by the PCSO. The event kick started at 8:30 AM with already more than a hundred participants and ended at 5:00 PM wherein a total of 1,180 participants (886 were given medical attention and 294 were given dental attention) were catered and accommodated. Simultaneous to the event here in Umingan, similar activities were conducted at different municipalities around the country in celebration to the anniversary of the PCSO. This PCSO-LMP activity was spearheaded by Mayor Eldred P. Tumbocon and the Sangguniang Bayan with Ms. Abigail P. Millora as the activity coordinator. Congressman Conrad M. Estrella III visits various Road and Bridge Projects in Umingan
Pangasinan 6th District Representative Conrad M. Estrella III, together with his Chief of Staff, Ms. Susan Casareno (Rosales Councilor) and accompanied by our very own Municipal Mayor Eldred P. Tumbocon and all the Members of the Sangguniang Bayan, visited various Road and Bridge Projects last July 30, 2009. First on the list was the Umingan-Talugtog Road (Ricos-Baracbac-Diaz Road sections) with a project cost of 50 million pesos followed by the Concrete-Paving of La Paz Road amounting to 3.10 million pesos. Both projects are soon to be completed. The group proceeded to attend the Ground Breaking Ceremony of the continuation of the Concrete-Paving of the Esperanza Road. Said projects were funded through the Congressional and National Budgets. Congressman Estrella also inspected some of the just completed fourteen (14) Farm-to-Market Roads (concreting). Improvement of Farm-to-Market Roads includes Concreting of Diket, Don Justo Abalos, Carayungan Sur, Abot-Molina, Nampalcan, Mantacdang, Tanggal-Sawang, Luna Weste, Prado, Resurreccion, Casilan, Capas and Sta. Rosa. Said projects were constructed thru his and his brother Robert Raymund M. Estrella’s (ABONO Partylist Representative) initiative and were parts of the Pump-Priming Programs of the Department of Agriculture and Department of Public Works and Highways. Likewise, Congressman Estrella, Mayor Tumbocon and the group also visited the on-going construction of Banila Bridge between Barangays Lauren and Nancalabasaan. Project cost is 150 million pesos. 1st Bloodletting in Umingan was a Total Success!
Local Goverment Unit of Umingan in collaboration with Philippine National Red Cross, Pangasinan Chapter spearheaded the First Bloodletting Activity in the municipality dubbed “Give Blood, Give Life!” last July 16, 2009. The activity conducted at the Municipal Gymnasium, Umingan, Pangasinan was mainly participated by Municipal Employees, Members of the different Barangay Councils, Barangay Health Workers (BHWs), Members of Umingan Police Station, members of the BJMP Umingan and walk-in participants. Prior to the actual bloodletting activity was a short program which was also attended by Vice Governor Marlyn P. Agabas together with Board Members Tyrone D. Agabas and Alfonso C. Bince, Jr., members of the Sangguniang Bayan and our beloved Municipal Mayor Eldred P. Tumbocon, CE-GE and members of Philippine National Red Cross, Pangasinan Chapter headed by Chief Administrator Florame S. Magalong. Alongside the bloodletting activity was a Hand Washing Campaign in line with the recent emerging threat of AH1N1 virus or the so-called swine flu was also conducted at the campuses of the various primary and secondary schools, (Umingan Central Elementary School, Quezon Memorial Academy, Umingan National High School and Immaculate Conception Catholic School). During the said Hand Washing event, hand washing soaps were distributed together with hand sanitizers to help keep students as well as teachers safe and clean. LGU-Umingan Celebrates the 111th Independence Day
In view of the 111th celebration of the Philippine Independence, the Local Government Unit of Umingan, Pangasinan conducted a program last June 12, 2009. Employees of the LGU headed by our Municipal Mayor Eldred P. Tumbocon,CE-GE together with the Umingan Central Elementary School teachers, principals and their District Supervisor Elvira C. Mones, Ed D; PNP Umingan; members of the 1st (PGN-E) Ready Reserve Batallion “B” Company of the AFP; New Guardians Inc.; Guardians Philippines Inc. participated in the flag raising ceremony which was followed by a wreath laying ceremony at the monuments of Andres Bonifacio, “Unknown Soldier” and Jose P. Rizal. The Program concluded with all the participants, including our Vice Governor Marlyn P. Agabas and Board Member Tyrone D. Agabas, participating in “Operation Linis” which is a clean up drive along the Umingan Public Market. LGU-Umingan, GEP Region I MOA Signing
The Local Government Unit of Umingan (LGU-Umingan) has enlisted the help and support of the Geodetic Engineers of the Philippines (GEP Region 1) for the survey works in relation to the joint LGU-PNR Housing Project Sites. Executive Order No. 48 (E.O. 48) declares non-core properties of the Philippine National Railways (PNR) as socialized housing sites and providing for the disposition of the same to bonafide occupants.   Read more...
